Bar Harbor, Maine July 10-12, 2011 Conference Minutes Conference Attendees
Business Meeting, Sunday, July 10, 2011 Chris Simmons called the meeting to order and presented the meeting agenda and various events for members and their families. Executive Secretary Candy Henderson advised that the Association had 25 US states; 9 Canadian provinces; and 1 associate member to renew their membership dues in 2011. One new member, Vermont, joined the association. Regional Directors were encouraged to contact states who normally send their dues but not. Candy also asked for any web site improvement recommendations and the possibility of adding social media to the site. Candy will discuss social media with the Association's web designer; explore how poaching stories can be added automatically, and how it will be monitored for negative comments. Candy disseminated financial and brokerage account information. As of June 30, 2011, the association had $9,536.32 in a regular bank account and $31,892.74 in a brokerage account managed by Joel and Associates in Atlanta, GA. Candy reviewed both financial reports. She also advised that the investment broker recommends no changes to the investment portfolio. Candy advised that no comments or suggestions for by-law changes were received from the membership in 2011. Regional Directors Mike England (GA), Bob Thompson (CO), Chris Simmons (ME) gave region contact and membership status reports. Mark Rankin (KS) and John Mombourquette (Canada) were absent. First Vice-President Ken Dinquel discussed the plans for the 2012 IANRC conference to be held jointly with NAWEOA in Tucson, AZ beginning July 23, 2012. He explained that hopes are that a joint conference will produce greater IANRC participation. Doug Nichols (Alberta) voiced concern that IANRC conference hosts need to provide strong annual meeting agendas to gain approval form state and provincial chiefs. Second Vice-President Charlie Wharton, who is hosting the annual meeting in South Dakota in 2013, advised he is considering Rapid City or Custer State Park for the meeting. Tentative dates will be around August 15, 2013. Denver will be the closest airport. Chris Simmons asked for nominations for 2nd Vice-president. This position will also be responsible for hosting the 2014 conference. Discussion covered the possibility of having the conference in a southeastern state or a Canadian province. For the southeast, either Georgia or Texas was mentioned as possibilities. It was decided to finalize this position at the general meeting on Tuesday. Chris Simmons asked for nominations for regional director positions. He also stated that regional directors must meet the association's stated responsibilities; primarily the responsibility of submitting timely region reports to the 1st Vice-president for the annual newsletter. These reports should be submitted to the 1st VP by no later than February 1. Mike England asked for the association to establish region report protocol for the annual newsletter. Those present decided that region directors should try to obtain reports from all TIP programs within their respective regions and have that information submitted to the 1st VP by no later than February 1 of each year. The Executive Secretary will remind all regional directors of this obligation in October each year. The 1st Vice-President will compile and format the information for the newsletter and will send it to Executive Secretary for electronic dissemination. Regional Directors can continue to offer travel sponsorships upon conferring with the Executive Secretary and funds are available. Regional Director nominations: Mike England (SE) (unless he becomes 2nd VP); Joe Cales (MW); Chris Simmons (NE); Bob Thompson (West); Canada (no nomination). Candy Henderson was nominated to continue as Executive Secretary. General Meeting, Monday, July 11, 2011 Chris Simmons opened the annual meeting by welcoming all attendees and reviewed the meeting agenda. Stewart West, Chief Ranger with the National Park Service, presented an overview of activities and accommodations Acadia National Park and Bar Harbor has to offer visitors. Colonel Joel Wilkinson welcomed attendees and gave a presentation on the history and operations of the Maine Warden Service and the Maine Operation Game Thief program. Maine Wardens David Simmons and Scott Bryant gave a presentation on "Time of Death" (white-tailed deer) investigations followed by Dr. Irv Kornfield from the University of Maine who gave an in-depth presentation on time-of-death and wildlife forensics. Brian and Laurie Wolslegel from Custom Robotic Wildlife, Inc. exhibited some of their robotic mounts and their cooperative agreements with various wildlife agencies. Ken Dinquel presented his agency report for the state of Arizona. He and Rob Young also presented the plans for next year's conference beginning July 23, 2012 in Tucson, AZ. Tentative plans include the IANRC meeting on July 23-24 and then the NAWEOA conference will finish out the week. The Arizona Game Ranger FPO is coordinating the event and soliciting corporate sponsorship. Ken and Ron requested meeting members to consider contributing a financial sponsorship. After thorough discussion of how the joint conference will be conducted, President Joel Wilkinson made a motion for IANRC to commit a $5,000 sponsorship. Tim Moody seconded the motion. Members voted and the motion passed. Mike England (GA) presented the Wildlife Violator Compact program and its status. General Meeting, Tuesday, July 12, 2011 Chris Simmons brought the meeting to order and introduced Detectives Micah Perkins and Scott Bryant from the Maine State Police. Detective Perkins and Bryant gave a presentation on digital photography. Elise Traub and Casey Pheiffes from the US Humane Society gave a presentation on the mission of their society and how it works in cooperation with anti-poaching campaigns and programs. Bob Thompson (CO) began the individual agency reports followed by: Charlie Wharton (SD) Steve Crown (WA) Dennis Reinhardt (VT) Tim Moody (Ontario) Scott Vaca (TX) Chris Wright (Idaho) Mike England (GA); Mike also provided TIP program information from Louisiana, Arkansas, Alabama, and Florida Doug Nichols (Alberta) Rino Martin (New Brunswick) Joe Cales (IN) Candy Henderson (IANRC Executive Secretary) presided over the general business meeting. She presented the association's financial status - both regular bank account and brokerage account. Candy advised that she had been in contact with the manager of the brokerage account who recommends no change to the current investment portfolio. She offered financial statements to all who did not get a copy. Rob Young (IANRC Auditor) gave his financial audit findings and reported that he and Ron Bailey found all accounts balanced. For Regional Director appointments, Candy asked for a nomination for the Canadian post. Mike England (GA) nominated and made a motion for Tim Moody (Ontario) to take the position and Rino Martin (New Brunswick) seconded the motion - motion passed. Chris Wright (Idaho) made a motion for Bob Thompson (CO) to remain as the West Regional Director. Mike England seconded the motion - motion passed. Chris Wright (Idaho) made a motion for Chris Simmons (ME) to remain as the Northeast Regional Director. Doug Nichols (Alberta) seconded the motion - motion passed. Charlie Wharton (SD) made a motion to accept Joe Cales (IN) as the new mid-West Regional Director. Mike England seconded the motion - motion passed. Candy asked for a nomination for 2nd Vice President who will also host the 2014 conference. Chris Simmons (ME) nominated and made a motion to accept Mike England (GA). Tim Moody (Ontario) seconded the motion - motion passed. Mike will also retain the position of Southeast Regional Director. Chris Wright (Idaho) made a motion for Candy Henderson to remain as the association's Executive Secretary. Ken Dinquel (AZ) seconded the motion - motion passed. Ken Dinquel , 1st Vice-President and host of next year's conference in Arizona gave an overview of what attendees can expect next year. He also requested the association to sponsor $500 for a gun raffle. All proceeds will go to IANRC. Chris Simmons (ME) made a motion to accept the proposal and Chris Wright (Idaho) seconded the motion - motion passed. Ken also requested $300 - $400 from the Association for the purchase of an IANRC banner for display at next year's conference and future IANRC events. Mike England (GA) make a motion to accept the proposal and Tim Moody (Alberta) seconded the motion - motion passed. Chris Simmons adjourned the meeting and passed the gavel to new President Ken Dinquel. |
