Business Meeting, Sunday, August 29, 2010 President Curtis Brown brought the meeting to order. Due to the present economy, Curtis is concerned about the success of next year's conference in Maine. There was discussion about holding the IANRC conference in conjunction with a conservation investigators conference in order to increase attendance. Chris Simmons (Maine) conveyed that he believes we will have sufficient attendance for a successful conference. However, he will investigate other viable organizations that may want to co-sponsor and/or co-participate in the conference. Ken Dinquel (AZ) discussed the conference location in 2012. Ken is considering Tucson in conjunction with the NAWEOA conference that will be held during the second week in July. All plans are tentative and Ken will be working with his local FOP for support. Chris Simmons (Maine) advised that the 2011 conference will be held in Bar Harbor, Maine July 10-13, 2010. The room rate will be approximately $160 per night. The site is conveniently located to many local attractions and is a great location for family vacations. Each Regional Director gave an overview of their prior-year accomplishments and membership status within their respective region. John Mombourquette (Canada) was absent. Regional Directors: Mike England, GA (Southeast) Mark Rankin, KS (Midwest) Bob Thompson, CO (West) Chris Simmons, ME (Northeast) John Mombourquette, Nova Scotia (Canada) Executive Secretary Candy Henderson advised that 37 state/provinces, as well as 3 Associate Members had paid dues for 2010 active membership. She also provided the following financial information:
Candy asked if anyone present had web site improvement suggestions. Chris Simmons suggested the web site include case studies involving investigations in which poaching reports from the public resulted in successful arrests. Someone advised that if the IANRC web site links to the Poachers Chronicles web site, case studies submitted by various states could be viewed. President Curtis Brown encouraged all states/provinces to provide a link to www.ianrc.org on their home web sites. Candy advised she did not receive any suggestions for by-law changes/amendments from the membership. President Curtis Brown adjourned the business meeting. General Meeting, Monday, August 30, 2010 FWC Lt. Colonel Mike Wiwi welcomed all attendees to the conference. President Curtis Brown provided a brief history on the city of Destin and the current condition of the gulf oil spill. FWC Lt. George Wilson began the day's agenda with his presentation on Internet crimes and forensics. Several attending members gave brief presentations of the status of their individual programs in their respective state/province. US Fish and Wildlife Agent Downie Wolfe presented his agency's investigation "Operation Indigo". General Meeting, Tuesday, August 31, 2010 FWC Captain Mark Warren began the day with his presentation on the Florida Fish and Wildlife Conservation Commission's training academy. The presentation included reconnaissance, the FWC K-9 program, and illegal shipping of wildlife. NOAA Agent Gregg Houghaboom gave his presentation on investigative forensics and false labeling for fisheries cases. Individual agency reports continued for those who had presented the day before. After lunch, attendees took a tour at Baytowne and enjoyed seeing the FWC offshore patrol boat "Orion". FWC Captain Rob Beaton and Lt. Jason Marlow described the FWC's offshore patrol boat fleet. FWC Captain John West finished the day's agenda with a presentation on captive wildlife and invasive species. The business meeting and IANRC Officer Election was officiated by President Curtis Brown. A motion was made for the annual conference to be held in Arizona in 2012. The motion passed thereby making Ken Dinquel First Vice-President. South Dakota volunteered to host the conference in 2013. Therefore Chris Simmons made a motion to accept Charlie Wharton as Second Vice-President. Curtis Brown seconded the motion and the motion passed. All Regional Directors, Bob Thompson (West); Mike England (SE); Mark Rankin (Mid-west); and Chris Simmons (NE), John Mombourquette (Canada) were re-elected for another term in their current positions. Candy Henderson was re-elected for another year as Executive Secretary and presented all members with an overview of the Association's financial accounts. Rob Young presented his audit report of the Association's financial holdings. All financial reports were in order including the financial records acquired from the 2009 conference held in Wisconsin. Chris Simmons (ME) presented an overview of next year's conference in Bar Harbor, Maine. More information will be forthcoming in the next newsletter. Executive Secretary Candy Henderson presented a certificate of appreciation to Curtis Brown and his staff for their conference hospitality. Curtis Brown adjourned the meeting. |
