Business Meeting, Sunday, June 17, 2007

President Mike Fields brought the meeting to order and introduced Candy Henderson (Executive Secretary), Mike England (SE Regional Director), Darryl Kublik (Canada Regional Director), Chris Simmons (NE Regional Director), Rob Young and Ron Bailey (Audit Committee members), and Jim Herndon and Bill Kohne (Nomination Committee members). Also attending were Debbie Lewis, Joel Wilkinson, and Charles Johncox.

Executive Secretary Candy Henderson advised that 32 state/provinces had paid dues for 2007 active membership. She also provided the following financial information:
- The Association has a current checking account balance of $7,529.25.
- The balance as of April 30, 2007 for the brokerage/investment account is $26,575.64
- Grand total of both the regular and investment accounts equals $34,104.89

Financial statements were disseminated to all meeting participants. Each statement provided itemized income and expenses.

Candy requested suggestions for improvements to the Association’s web site. Several suggestions were made:
- Ask each state/province to incorporate the IANRC web site link to their anti-poaching web site.
- Regional Directors were encouraged to contact and/or meet with state/province Chief’s to promote the IANRC and the web site.
- Provide each state/province anti-poaching web site link on the IANRC web site.
- Provide a map of North America for web site users to click on their choice of state/province(s) for anti-poaching information.
- Candy advised she would try to have these suggestions placed on the web site.

Candy made several changes to the By-laws and all attending were asked to review them thoroughly for discussion during the General meeting.

Each Regional Director gave a brief update on the status of their region’s membership and participation. None of the regions requested Association sponsorship to attend the conference.

Ron Bailey suggested the Association paying the travel costs for Regional Directors to meet with state/province Chief’s to promote the Association and encourage their membership.

Darryl Kublik suggested someone putting together a PowerPoint presentation that would cover all aspects of the Association and could be used by any member at various meetings to promote the Association.

Candy will be revising the Association’s brochure to indicate which state/provinces are members of the IANRC and which are not.


June 18, 2007

Colonel Robert Milligan, Law Enforcement Director with Kentucky Department of Fish and Wildlife Resources, greeted all guests and welcomed them to the State of Kentucky.

Each state/province provided an overview of their anti-poaching program.

Tim Moody (Ontario) gave a presentation entitled “Beating Down Negativity”.


June 19, 2007

Ms. Libby Osborne from NASBLA reviewed the Sarbanes-Oxley Act and its implications for Nonprofit Organizations. The Act provides guidance on governance standards to oversee financial transactions and auditing procedures.

Dr. Deb Gona, with Gona & Associates, reviewed the Association’s current By-laws and gave several suggestions for improvement.

Mike England with the Georgia Department of Natural Resources gave the group an overview and update on the Wildlife Violator Compact.

Mike Bloxom with the Alabama Department of Conservation and Natural Resources and Jeff Finn with the Kentucky Department of Fish and Wildlife Resources gave a presentation on their cooperative efforts fighting wildlife crime through the use of the Internet.

Tim Moody from Ontario gave a PowerPoint presentation on his province’s Turn In Poachers database.

Joel Wilkenson representing Maine’s Department of Inland Fisheries and Wildlife presented an overview of his agency’s acquisition of a “Hall of Shame” trailer.


June 20, 2007 – General Business Meeting

Chris Simmons (Maine) presided over the General Business Meeting for 2006 IANRC President Scott Thrasher who was absent.

Recommended By-law changes:
- Article IV – Membership, 1. Requirements - “majority vote for acceptance and” will be struck from this sentence.
- Article IV – Membership, 4. Honorary Members - “Such persons may not hold an elected office, have no voting rights, and shall be exempt from annual dues”.
- Article V – Executive Board Officers, 2. Duties of Executive Board Officers, President – change Chapter to Association.
- Regional Director duties will be placed in a policy statement and will be voted upon during next year’s conference.
- Rob Young suggested a work session during next year’s conference to evaluate and recommend further By-law changes. Candy will send out a working draft to all members prior to next year’s conference.
- A motion to accept and approve current By-law changes was made by Robert McCullough (SC), Jim Herndon (NV) made a second motion, and the motion passed with a majority vote.

Candy Henderson disseminated the Association’s financial reports and invited questions. No questions were asked.

Rob Young and Ron Bailey presented their audit findings of the Association’s financial reports. They reported that all books are in order and reconciliations of all accounts were done. They complimented Maine for their conference account reconciliation. Ron and Rob stressed the importance of submission of annual dues to the Executive Secretary and conference registration to the hosting state/province. They also recommended another deposit into the investment account next year since its earnings are doing so well. Darryl Kublik made a motion to accept the financial records and the audit report; Jim Herndon made a second motion. The motion passed with a majority vote.

The following suggestions were made regarding the Association’s web site:
- States/provinces add the IANRC link to their anti-poaching sites
- Add the conference registration form to the IANRC site
- Add a map of North America to the site indicating member states/provinces
- Regional Directors to gain web site links for their respective region


Chris Simmons advised the membership that a proposal was made for the Association to sponsor travel to Chief’s meetings to promote the Association. It was recommended that the Executive Board discuss this type of sponsorship for approval on a case-by-case basis.

Rob Young recommended member states/provinces be listed in the Association’s brochure. Candy will include this information in the next brochure printing.

The following officer nominations were presented to the membership:

Robert McCullough made a motion to accept all recommended nominations; Jim Herndon seconded the motion and it passed.

In the absence of the Executive Secretary, the membership discussed her compensation.

Buddy Turner gave an Operation Game Thief sponsored presentation promoting Texas Game Wardens.

President Ann Bauer adjourned the meeting.
